Inquiry Progress

The Inquiry will follow several stages. The panel intends to follow the general process set out below, but that process might change if the needs of the panel or participants require a different approach.

The panel is working hard to ensure that the Inquiry can proceed without delay, but also needs to take time to fully consider all the information and meet with stakeholders in a way that will be meaningful for everyone involved.

The panel intends to visit some stakeholders and the home of Cycling NZ in Cambridge in person. The timing of those activities may be dictated by COVID-19 restrictions.

The panel intends to deliver a draft report before the end of 2021, though the draft could be delayed if circumstances require. This page will be updated as the Inquiry proceeds, so that participants and stakeholders know where things are at.

  • Stage One: Terms of Reference

    The first stage of Inquiry involves the setting of terms of reference with the panel, Cycling NZ and HPSNZ. Cycling NZ and HPSNZ engaged with relevant stakeholders as part of that process.

  • Stage Two: Information Gathering

    During stage two, the panel will begin considering a range of information from multiple sources such as Cycling NZ and HPSNZ, as well as national and international perspectives regarding sporting culture and developments.

  • Stage Three: Participant Engagement

    Stage three of the Inquiry will involve engaging with participants and stakeholders. The panel is hoping to speak with relevant stakeholders and can do so in person, via phone, or by audio-visual link as required. COVID-19 restrictions allowing, the panel also hopes to visit Cycling NZ’s Cambridge base and conduct other field work as required. If you would like to speak with the panel in person, contact us.

    Towards the end of the engagement process, the panel will begin to draw together key themes based on the documents reviewed and information obtained through interviews, surveys and other participant engagement methods.

    As key trends or conclusions emerge, the panel will consider whether it needs to go back and speak to any participants again, in order to give them an opportunity to comment on or respond to those key themes.

  • Stage Four: Draft Report

    Once the panel has finished gathering information and speaking with stakeholders, the panel will meet to determine the content of a draft report, including any findings or recommendations.

    Once completed, the draft report will be provided to Cycling NZ and HPSNZ to enable both organisations to comment before the report is finalised.

  • Stage Five: Final Report

    Once the panel has received feedback on the draft report, it will reflect on that feedback before completing its final report. This may involve further consultation or information gathering. The final report will be provided to Cycling NZ and HPSNZ and it is intended that the report will be made public in due course.
